you don't need a very powerful graphics card to run pcsx2 at good speed, What you need is a fast CPU. Something around 3GHz dual core cpu, preferably Intel.
For a Graphics card the performance of Geforce8600GT will be the same as Geforce9800GT in case of PCSX2.
A new graphics card will only help you gain more FPS in PC games, not pcsx2.
Your statement is incorrect. These days many games are very Gpu limited.

Name some.
Of course if you have an on board gpu then the speed would be less but thats the case only with ZeroGS.

FF12, Castlevania games. Just out of my head from personal experience with 8800GT.
GPU starts to play even larger role when Cycle Stealing Hack is in full effect xD

Doh, not anymore. Please read carefully what we're talking here about. You said: "8600GT is enough", I said: "no, today's PCSX2 also requires a better video, coz from my experience even 8800GT wasn't enough already". Getting what I'm saying?

Yes I get it. I haven't played those games, I do play tekken5 all the time and I get full speed at 2.6GHz and 9500GT running windows7 using ZeroGS, GSdx gives slowdowns sometimes.
The 9500GT makes me sick.

It is fine if it works for you, but there are games (presumably many) where it just won't do.
