Why can't I play Dragon Quest VIII with normal speed? [I get 60 fps

Is my computer not good enough?

because it's a laptop you cant compare to a powerhoused desktop
laptop is different from desktop..(3~4:1) ratios

and AMD laptops especially is not great for pcsx2
