Why does the Visual Studio solution default to the "Windows XP Compatible" toolset?

Seriously, who is still using Windows XP in 2015? Let alone using it to build an emulator from source, and then attempting to run the emulator with any kind of decent settings? If the developers want to continue supporting XP at all for some reason, why not make it a secondary option for all the projects?

Market share of WinXP is around 12%

To my knowledge WinXP support is nowadays cheap. Being backwards compatible doesn't ruin everything. Maybe beginning with the next versions of VS xp support will be dropped.
