No.
The PS2 graphic chip works very differently than the Gamecube one and nearly no game produces
any non visible geometry.
At best you'd get 2 borders filled with garbage on the left and right Tongue2

Stretch the image?

Use the Aspect Ratio setting in the GS Window tab of Emulation Settings.
(Note: This is NOT true widescreen.)

I think that screenshot ain't a streched image, but rather a wide-window with the zoom in option. So, either use that (and you might lose some HUD stuff) or just stick to games that have widescreen support. Then make sure to pick the widescreen aspect ratio on the settings too.

That's FFX img is with GS Window on 4:3, and zoom at 0 to show no borders, so he's faking widescreen, works 'kind of' well on some games, if the internal res is high enough, but obv your losing some line of sight, view.

you can also press Ctrl + * (numpad) as the shortcut key to enable / disable the zoom (this will usually trim off the top and bottom of the game if its 4:3)
F6 can use gsdx widescreen (4:3, 16:9, and stretch) but it will distort the display if the game doesn't natively support widescreen so the zoom option above is better for older games.
