Will 2D filters ever be supported?

Seeing how that PSP emulator was able to get that done. It made a lot of the PSP versions of PS2 games using 2D sprites or textures look a lot better than the default texture filtering PCSX2 is currently using.

Smoke/explosion effects ARE 2D sprites, for example, and GS plug-ins render them.

But PPSSPP has stuff like texture scaling and filters like Nearest. How hard would it be to put something like that for GSDX? I mean, even PS1 emulators even have plugins that specialize in running 2D games.
