My specs are: Intel Core 2 DUO E8400@4Ghz, GeFocre 9800 GT, 6GB DDR2 ram, Windows VISTA x64. All games run at 60 fps with no speed hacks.

There is no mention of minimum processor speeds next to each type as a guide to help people determine if there processor meets the requirements. I doubt a Core 2 DUO 1.8ghz processor could handle the emulator that well and there is no indication of this in the OP.

That info is in the FAQ, these are not recommended requirements, just some heads up about what is generally good or bad for the emulator

I mean, it doesn't say what speed pentium 4 is minimum, neither a minimum speed for core 2 duo or i5/i7 etc.. It just states some series which have a drastic range of speeds.

Hey guys im getting a new pc, what do u think about it? Does the GPU its good enough to run Pcsx2 fine?? i dont know much about video cards

There is no 9400 GTX so I presume you mean 9400 GT. No, it will cause you problems in games that need some extra GPU power, you can try setting native resolution in GSdx to reduce the load

Currently, is the Core 2 DUO e8600 processor the best non-extreme processor for PCSX 2? Supports SSE 4.1, SSSE 3, SSE 3, etc. and runs at 3.33ghz.

Edit: I'm thinking of getting an E8500 E0 stepping and overclocking to at least that of the e8600.
