I will be buying a used core i5 laptop tomorrow, it will be dell e6410 or better. The laptops which I seen till now, most includes:
Core i5 2.26/2.5 GHz
4 GB DDR3 RAM
Something like 1.6 GB graphics card but the worst one (intel hd, integrated)...
Should it work great on this? I will be playing the old infinite world/budokai tenkaichi 3.

Awesome...no. Some games...yes. Intel iGPU can be troublesome due to low performance. DBZ BT3 will most likely not run well due to low ghz on the laptop, but some lighter games such as FFX will run fine. I recommend finding a laptop with at least a built-in real gpu. Or if you can, get a desktop. 2.5 ghz on a mobile unit is not necessarily equivalent to 2.5 ghz on its desktop counterpart.

could be ok for infinite world.
DBZ games made by DIMPS are quite light, most of the time.
CPU : AMD Ryzen 7 3800X
Mobo : Asus PRIME B450-PLUS
GPU : NVIDIA GeForce RTX 3070

@DaTankAC, my first preference would be to find a core i5 with a dedicated graphics, I am sure it would work pretty good with infinite world.
@Koji, you judged the budget exactly. However I wonder why you said dual core, it's a core i5 machine. I can go through your advice but don't give me the suggestion of a PC, I like just laptops. :-P
@jesalvein, I hope so, I would be playing especially infinite world.

Laptop i5's are dual core with hyperthreading (2 real cores, 2 virtual cores). This cuts down on heat and power usage (for greater battery performance). At that price range, you won't find many quad cores from any manufacturer.

Well thanks for the information... So it should double my speed of PCSX2, right? I am currently using:
Dell Latitude e6500
Core2 Duo 2.26GHz (which makes it just 2 cores, right?)
Something like 800MB intel integrated graphics
2 GB RAM DDR2
The i5 for which I am looking, has 2.26GHz too, 1600+ MB intel hd graphics, 4 GB RAM DDR3, so should it all be doubled?

I can't say the speed will be doubled but its certainly will be an improvement
CPU wil help emulation speed
I can't say the GPU is going to be a MASSIVE improvement because well let's face it it still is a integrated graphics
The increased RAM will do nothing because pcsx2 uses a small amount of RAM and it is constantly being updated
