Well you gave cero information except "i'v go the best pc in the whole world...." difficult to help like that, so a simple answer fits best. Try changing your power profile to high performance after you update your windows and drivers.
What's your PCSX2 settings?

i cant believe its slower with such powerfull pc on win7, you use wrong plugins, i7 surely have sse 4.1 so why sse2? and gsdx9 is oooold

Also that's just the plugins you're using but what's the plugin settings and PCSX2 settings?

If things are significantly slower on Windows 7 compared to Windows XP, then it's almost certainly a problem on your specific install. Overall, Windows 7 has had some nice improvements in memory management (as has Vista) with minimal performance decreases compared to XP, as long as you have a decent computer. Otherwise, might be problems with drivers or settings etc.

DX9, 10 and even 11 get updates every few months, did you follow the link it gave when it asked you to update?

Setting from the "config > graphics" (once you get GSdx working right), "config > cpu", "config > speedhacks", "config > advanced" will do just fine.

and in this link it shows the download info of Dx9 although m havng Dx11 already
Did you try it? it will update everything it can and that includes DX9, DX10 and DX11.
