Wipeout pulse framerate problem

hello i have a framerate problem on wipeout pulse. The framerate run on 50-20 fps!!!!! wtf? i have this configuration:
gtx 460 1 gb
core 2 duo 2.66 ghz
4 gb ram
pcsx 0.9.8
gsdx 5135 ( dx9 hardware ) help me!!!

your cpu is not fast enough.
