Wonder why?

Ah! I had no a powerful PC, but It's enough for me to finish some games...
Sometime I see the fps drop down ~40, but the CPU runs under 100%. So I wondering why?
My specs : CPU (Dual Core E2220 2,4Gbz), RAM (2Gb), Graphic Card (9600Gt)...

the scalability of current multi core cpus isn't perfect. the combination of application, operating system and hardware leads to some inefficiency with multiple threads executed. but values around 75% are ok.

So, what I can do now? I mean to get higher the fps? Any softs, or some kind of configs that make my CPU working harder around 90%? Thanks first...

update to the latest betas of pcsx2+plugins and activate some speed hacks. check if any background applications like antivirus guards/scans intervene with pcsx2 emulation and update your graphics card drivers. that's it basically. 75% cpu usage is absolutely ok, a cpu is designed to be able to execute many different tasks, so some parts of it will often idle while some other parts are used at 100% constantly.
