You have one of the fake DS3's, specifically the "ghic" version. I'm not sure of the BT will work but you can try the fix provided by RayfenWindspear; search his username on this thread and apply his scpdriver.dll download. It may work. Search this thread for "playstation ghic controller", there have been others posting about that controller and it's issues with SCP. By the looks of things you set everything up alright, to verify try an official DS3 with the BT. Others have said there are problems with built in BT, I've never experienced this on my laptop, albeit with official DS3's. I too have a fake that won't connect, but it's the panhai version.
I have two questions. I want to know if there is any way to make it so I can use both L2 and R2 at the same time and, I want to know if rumble will work with this, so far it is not in epsxe. (1.7)

One edit to this question, will this work in project 64 2.1 as a rumble pack? It doesn't really matter I am just curious.

EDIT: Ok, after using the scpuser.exe I was able to confirm the working of the rumble feature, however still need help on my other question, and getting it to work with ps1 emulation. (even tho I know this is the site for ps2 emulation, I'm sure some of you BAs can help Cool)
Ok I managed to turn it back as it was. The new bluetooth update from intel was giving problem so I switched to the old version.

So..is there a way to avoid redoing all the zadig stuff every time?

Anyway, tnx RayfenWindspear for the reply.

Follow OfAnthony's advice, but you won't need to apply the PANHAI fix. The ghic fix should already be applied, providing that you actually used the update from the first post. If those don't work, make sure the service is running and there is an option in ScpMonitor configuration to disable SSP.

Both drivers will be stored in your local driver respository. You can update the driver in the device manager and choose to select it yourself. Both original and SCP drivers will be named the same, but their signatures will be different so you can tell them apart. SCP is signed with Authenticode. There is probably some program out there that would allow you to make a desktop shortcut to switch, but it only takes 30 seconds to do by hand anyway.
hi there , i installed your program drivers and everything and the usb works and all but when i unplug usb the bluetooth kicks in load try to connect but it says connection request 02 and it stays like theres a password or something to enter but there isnt since i can connect it to my android without problem... if u guys can help me please im using generic p3 controler and bluetooth dongle 4.0 csr

So nobody knows how to be able to use both L2 and R2 at the same time?

Its certainly a requirement for many games I would have thought many people would have figured out a way around the limitation of only being able to use 1 at a time by now since this has been around for so long.

Just to add: in event viewer i get these errors each time below.

The SCP DS3 Service service failed to start due to the following error:
The service did not respond to the start or control request in a timely fashion.

A timeout was reached (30000 milliseconds) while waiting for the SCP DS3 Service service to connect.
Any help on this for me ?
@RayfenWindspear: oh I didn't know about that trick to change drivers! Thanks. Tomorrow I'll try to see if with this I will have bluetooth with the controller.
