Yu Yu Hakusho Dark Tournament FPS trouble

When I play the game I get a maximum of about 15 FPS, can I get some help as to why this is?

Intel Core 2 4300 1.80GHz, NVIDIA GeForce 8800 GT, 4GB RAM, Windows 7.
Running version .9.8
The only thing I edited was the internal resolution, I set it to native, because without it the screen is cut in half. But that problem was resolved.

Hi. I noticed there is no wiki for this game..quite possibly people don't want to play it due to the utterly horrid english voice acting (mostly in name pronounciation..meh) it is still yuyu hakusho though..and as far as I know the only fighter. Anyway, down to the point. It runs slow. I have noticed that this is not a constant slowness and that closing all apps but pcsx2 will make it run a bit better. However, it runs barely at 30fps ..which in a fighter is not really"playable" often my combos are delayed which is quite frustrating. However, despite this, it is entirely possible to at least beat story mode, well, unless you die from the utter terror that is a 90s english dub cast lol. It runs 'acceptably" and is playable in so much as that you can beat story mode..just don't expect to be able to pull off elaborate combo chains due to the minor lag. again, it's not a constant lag..it really comes and goes at specific points in story mode it seems. As I am typing this, I unpaused the game to do chapter 24 and it jumped from 25fps to 60fps with 0 issues, but in the previous 3 chapters was laggy.
