weak CPU.

use native res in gsdx and some speedhacks.

but I don't think you'll get good speeds even with those little tweaks
CPU : AMD Ryzen 7 3800X
Mobo : Asus PRIME B450-PLUS
GPU : NVIDIA GeForce RTX 3070
RAM : 16 Go

a 9300 GT is a bit low end, go for 9600GT and overclock the cpu
when thats done, technicly you should be able to play most games

Yes and no, for good OC you need decent power supplier and cooling which doesnt come for free. If you got them it is really free, especialy on procs like e5200 Tongue2

I will OC mine when cooler and PSU arrive.

then why don't you get a system similar to the one of your friend? and there's no way to play this game for free, as you have to own the copy you use with pcsx2. oh, and "interesting" avatar/signature choice...
