I want to play Ncaa football 09 and Star Ocean:3
i have a HP Pavilion laptop with windows 7
my graphics card is an AMD Radeon 6620G
my processor is AMDA8-3520 APU Radeon HD 1600 Mhtz
4 core(s) 4 logical processors 6G of RAM with 5.84 available

i have the latest version of the emulator and this is what is shows when i turn it on
Host Machine Init:
Operating System = Microsoft Windows 7 Home Premium Edition Service Pack 1 (build 7601), 64-bit
Physical RAM = 5609 MB
CPU name = AMD A8-3520M APU with Radeon™ HD Graphics
Vendor/Model = AuthenticAMD (stepping 00)
CPU speed = 1.596 ghz (4 logical threads)
x86PType = Standard OEM
x86Flags = 178bfbff 00802009
x86EFlags = efd3fbff

using Bios USA v2.20 console and the top of the list on all the plugins
Star ocean is kinda laggy and i cant get a game of football to play at above 29 fps.

You can try using speedhacks and making sure that your power plan is set to "High performance", but you won't get full speed on that no matter what you do.

Get a decent cpu and it should be ok.
CPU : AMD Ryzen 7 3800X
Mobo : Asus PRIME B450-PLUS
GPU : NVIDIA GeForce RTX 3070
RAM : 16 Go

HA! This unit will play Rome 2 and Assassins Creed 4 with no prb on steam but why so much trouble with this emulator?

I'm assuming it can play those games just fine because they are GPU-limited. If they were more dependent on your CPU they would probably completely choke. Your processor might be a quad-core but two things: One, it's a mobile processor and two, it's clock speed (1.6GHz base) is pretty sub-par compared to what's recommended to run most PS2 games at decent speeds. Also if you're running in software mode, it's my understanding that the CPU is doing all the work, as opposed to sharing the load of it with the GPU.

That's not that impressive TBH. Total War: Rome 2 has miniscule requirements at best. AC4 also has some pretty basic requirements. This emulator is far more demanding than any pc game.

I'd also like to mention that from what I've heard/read here on the forums, PCSX2 plays way nicer with NVIDIA and Intel than it does with AMD.

That's not really the case. For a while NVidia drivers were having some issues that caused graphical glitches that were sometimes fairly severe. It's actually caused to recommend AMD cards to people that want to do builds that have a focus in emulation. Also Mantle is being supported by more games, so it's also another reason to consider AMD. Intel CPU's tend to fair better due to the higher STP and for no other reason.

I was pretty sure it was Intel CPUs vs. AMD CPUs, but since I wasn't sure I included NVIDIA in there in case the statement applied to GPUs instead. Thanks for the clarification.
