No need for that. The game uses tons of GS primitives to do that cell shade effect.
Works fine on a real GS but kills the D3D hardware renderers with draw calls.
You can get lessen the load with frame skipping or maybe try the GSdx skipdraw hacks.
Your best bet will be software rendering though.
