Make sure you have updated your DirectX and give the gsdx plugin a try.

Your machine isn't all that powerful, you probably won't get any 3D games running well at all. I don't think that's related to your problem though, seeing as it's an error regarding the graphics plugin. If updating DirectX doesn't help, maybe your graphics card isn't up to snuff for PCSX2. What are you computer specs?

What version of PCSX2 are you using? (Stable? Beta?)
What game are you trying to play?
What is your current configuration (graphics, speedhacks)
What are your computer specs?

install VC-Redist SP1 2008 (you can find the link in GSDX thread (which is a sticky in Disucussion and support)
