because after that I switched my Processor E2220 to E8400 games were much slower? E8400 is much faster than E2220 why?

Not really "much" faster...it's about 50% faster but it's still too week for a lot of PS2 games.
E2220 have 886 points in single threaded performance(which is really important for emulators)
E8400 have 1256 in STP and you need at least 1600 to play...not to say all 3d games

There must be some other factor that is slowing you down

You could check the clockrates. Possibly your old cpu was overclocked. Possibly your new cpu is underclocked.

because the E8400 in software mode and much faster than hadware mode? and the E2220 in hadware mode and much faster than software mode? system bug? format?

If the 8400 is faster in sw mode than hw there is something really borked in your settings or your gpu driver is broken/ you use some windows default gpu driver.

I've updated the drive gpu but the software is faster than the hadware mode what will be? format the windows?
