i have a intel core 2 duo e7500
ram 2gb ddr2 kingston 800mhz
intel grapchics g33/g31 express chipset
mother board g31m-es2l

i am going to buy a new graphic card i think XFX nvidia 9800gt
my questions are :-
1. is this graphic card compatiable with my mother board (i have pci express x16)
2. i dont know which version i have of my pci express 1.0 or 2.0 if you know pls tell me and if i have 1.0 then will it slow down my card or not ?

3. Is this card compatiable with any smps i mean like msi ati radeon 4870 it needs 600 watt. and i dont know the amout of power it is supplying.

4. what is the processor requirement of pcsx2 0.9.6

5. the configuration i have given above with 9800gt is enough for playing games of pcsx2 at high configuration.

6.which is the best plugin for pcsx2 i use gsdx ssse4.1

3) Depends what you have connected on your PC. What kind of power supply do you have?
4) Recommended dual core at 3 Ghz and faster
5) It should be for most games
6)SSE4 is the fastest

how should i know if it is compatible with my smps or psu
and what is the difference b/w smps and psu?
is there any method of checking or if there is any software pls tell me.
i cant clear my question because English is not my mother tongue Sad

I don't know what smps is. It's not a matter of compatibility, it's if your power supply can give enough power to your system to work. I don't know of any software that can do that, your best chance is to open up your case and read what the power supply unit says on the sticker.
