How about a template, like those that show up when making issues in googlecode. Sounds better than an annoying popup, and quickly editable to add the information.

this could work... pop ups arent annoying its just 1 click away if your familiar with it.

And when I said popup I meant some kind of jquery slide in thingy, not the actually old popups, that would never work
