my final fantasy x-2 not going any faster that 20-40 fps and also having same problem with dragon quest 8. please help!!!!

get a decent PC and it should be fine.
not only your CPU is old & weak, your GPU is worse.

Better keep playing on your PS2 until you can afford better.

I think that that CPU is a Sandy Bridge, so it's not old at all, anyway that PC is clearly not made for any kind of gaming.

It is indeed a sandybridge laptop. It is however the Pentium (ala Celeron) version of the chip so it isn't very spectacular, but the biggest drawback is probably the gpu.

I suggest making sure GSDX is in "native" mode as to reduce its load, maybe even lower with a custom res, like 500x350 or something.. But there isn't really much you can do on a laptop in that position.
