I know about custom power plans, I just didn't know there was an option in there for controlling how it handled the CPU's power consumption. I've never been too much of a laptop guy (nor am I overly concerned with how much power my desktop consumes) so I never had the need to look too deeply in the "Advanced power settings". No reason to be condescending about it :-\
