framerate too low, can someone help me?

my ps2 is making grinding noises so i downloaded pcsx2. i really want to play persona 3 but my framerate is too low. in the animated opening and animated cutscenes the framerate is perfect. but when i'm in game it's around 50 fps. does anyone know what to do? please tell me what kind of GS plugin i have to use and what kind of speedhacks etc.
the resolution doesn't have to be high, i just want the framerate to be 60.

my pc specs are:
processor: pentium® dual-core CPU @2.50 GHz 2.50GHz
RAM: 2 GB
system: 32 bit

If so, it's way too slow for PCSX2. Nothing you do will make games playable on it.

Yeah, it's the CPU I thought it was. Sorry but it's just way too weak for PCSX2.
