what do the ee% & gs% say when you get slowdowns ?

no. That's not how it works.
Emulation is basically CPU demanding.
Gfx enhancements will mainly require GPU, though...

not really.
this game is demanding, and would require a good CPU with an STR above 1700.
Yours is below 1500

Better keep playing it on your PS2 for now until you can afford a better PC

looking at CYRI says I have the CPU to run phantom pain, so surely it should run 2?!

MGS2 isn't a PC game. There's a lot more work being done in an emulator
