ok.
looks like it's exactly 30, without anything maxed out. i think the solution is outside pcsx2.
I'd look around nvidia control panel, maybe disabling whisper mode or verify your vsync/gsync settings

ah okay, well ill try fiddling around more with that then, at least ik all is good with the emulator
