Try using Native resolution with your video plugin, try using almost all the speedhacks like EE cyclerate, VU cycle stealing and wait loop hack as they are very effective with FFX. Use SPU2-X 1.4.0 (nearest audio processing, disabled effects ticked and async mix) and you shouldn't have much of a problem. If all goes well you should have similar performance to this (My CPU was at 4 ghz with Hyperthreading so I'm getting 60-90 FPS in speed, the settings used in this video are 15% slower because I'm using chop/zero for rounding and normal clamping, it takes at least 3.2 ghz on a Pentium 4 with or without HT (50 FPS in speed without, 60 with):

Is the game NTSC or PAL?

Your CPU IS adequate, your GPU... who knows? At least until you show us...
CPU: Pentium D 'Presler' 915 2.8 ghz 2x2MB L2 @ 3.5 ghz
GPU: eVGA [Nvidia] 8600GT 256MB SSC DDR3
Tested: FFX, FFX-2, FFXII, MGS3, KH, KH2, The Hobbit NTSC
PCSX2 FTW! Biggrin

ATi Mobility Radeon HD 5145.

That's what it is right there... You need to use native resolution or lower because your GPU is integrated and weak unfortunately.

for native resolution open pcsx2 (and use run as administrator) then go to config->Video(GS)->Plugin settings... and then click or use original PS2 resolution: Native(click that little box)
