i need help

i just built a new computer and when i choose dx11 it say directx liberies need to be updated and that takes me to microsoft page with dx9.

i tryed to install it but it said a cabnet file cannot be trusted.Please verify the cryptographic services are enabled and the cabnet file certificate is valid
