Upgrade to at least 1.0.0
The version you're using is outdated and thus unsupported.
Zerogs' dev stopped long ago, and as Bluss said, no improvements will be made for it.

To make it short, you have 4 solutions :
- use 1.0.0 and bear with the slowness
- use an old version, but you're on your own without support
- use 1.0.0 and get a decent pc
- play it on your ps2 until you can afford a better machine.

i tried in the PCSX2 version 1.0.0 and using GS GSdx and as a result you get the frame 13-20.

if i using ZeroGS i have the frame 50-60. if it proves my computer does not qualify?

So yes it´s probably your computer.

I thought growlanser was one of the easiest games to run and it was somewhere around the same requirements as KH1 or FFX.

i can play grand tourismo V 60 fps in pcsx2 1.0.0

why if play growlanser with GSdx my frame 13-20?

Does your manual saving work with 1.0.0 ?

And btw, gran turismo 5 isnt a PS2 game.

Which GS have you used? Your cpu should support SSE4 which is more efficient than SSE2.
Have you set the Plugin to hardware mode? It would not be surprising if you get a low countrate in software mode with this cpu.
Have you changes the internal resolution?
