Your cpu will only ever boost to 2.7Ghz if only 1 core is in use. PCSX2 will use 2 or 3 (depending on the MTVU speedhack) or even more with software mode rendering. The more you use the closer to your base clock the system will run. I believe if all cores are in use it will not boost at all.

i talked about software mode for ratchet and clank because of the mipmapping issues. Of course, it' requires a good cpu to work correctly.

pushing an ultra mobile CPU above its limits is a bad idea.

That PC you have isn't made for intensive gaming, nor CPU instensive applications like pcsx2.
Better play your games on your real PS2 console for now, until you can afford a better machine.

i'm kinda surprised that ff12 runs well even though it's kinda heavy. That confuses me even more.
I switched to AVX2 and tried them out the fps dropped by around 10 frames per game *sigh*
I also noticed something else. Even when pcsx2 is running my processor only uses 1.6 ghz when it can use upto 2.7ghz. Do you think i should overclock it?

As for Ace Combat Unsung war here is my advice :-
1- use openGl Software Mode  (Game Is not working Under any Hardware Mode).
2-Go to config/ Audio(spu2)/plugin/Synchronizing Mode -----Choose Async Mix (Give better performance)
3-Use Use Avx 2(better in Software mode) if possible Or SEE4.1 .
4-Emulation setting/GS/ Frame Skipping disabled & Uncheck framelimiting .
6-if your CPU Support Turboboost  check if there additional drivers need to be installed .
7-some saying that hyperthreading slow down PCSX  try disable it from bios if possible .

if you not done so yet make sure your power scheme is max performance, other wise there is not much you gona be able to do
