It's something else,I get 25fps in battle on NUN4 without hacks, with them ~40 and if I use 60,58,2,1 for VU skip I can say that the game is pretty playable even on my PC.

it's his GPU, not the CPU I have the same basic setup, only slower

Prolly using too high internal res in GSdx so his 8400GS (office budget graphics card) becomes the bottleneck. Remember 8400GS is basicly almost only a renamed 7300GS card and these costed like 50-70 EUR at launch and several 6800 series cards would beat it such as 6800 LE/GT/Ultra... Use "native res" or set 512 x 512 in the boxes in GSdx settings.

His CPU should be capable of quite a lot more though at least, I've had an Opteron 165 1.8GHz overclocked to 2.8GHz before and never got such slow speeds in any game.

I set even lower than 512x512. 384 usually, gets me decient speeds. this gpu is really crappy

Thought 512 x 512 was the lowest you can set unless that limit has been changed. Anyway the games already look so crappy at 512 x 512 so it's a suitable limit IMO.

editing the INI will allow lower (thx Gabest for telling me this)

the 8400gs has problems even at 512 ('ve tested MANY games, it's just a strain on the card Angry ), but lowering it to 384 helps alot (not that much lower either)
