I'll do some testing on that in a little bit as I've had my system set to Japanese before and haven't had any issues with PCSX2... but it's probably been 2-3 years since the last I tried.
May be an issue with winXP and non-unicode languages though as I believe vista and later handle compatibility a bit differently.
