It meas exactly what it says in Config=>Emulation Settings=>Game Fixes=>Skip MPEG Hack.

Some games have bugs with loading video and because of that,you can't continue the game.
It doesn't works on all games and it can also be used to skip videos(if possible)if you don't wat to waste your time watching them
