Maybe youre Powerseting at low Energie?

To never forget to Set my Energy to Maximum Power I'm using

computer was restarted, and nothing new was running that day. ive been able to run another console emulators at same time (actually had a friend playing one with a second controller). and if it was a program in background killing it, my frames would drop and simply setting turbo setting to 125% shouldnt have been able to fix the problem? it doesnt make sense to me how i had a slowdown BUT my PC could easily handle the emulator (i could play it at 180fps on most occasions, only rarely can i not play it at the 125% fix for most games.) if there is any possible setting that puts the game in slow motion please let me know, because im beat.
