start buy downloading and using the march plugins (download section in forum) after that enable native resolution in gsdx (using ssse3 gsdx, i think thats the one your cpu supports best) disable vsync in advanced options in both clamp modes use NONE and test one by one the speedhacks to find what is the best combination of them to get the speed u want.

set gsdx internal res to native and use some speedhacks as this game is very intensive, and requires a good GPU (which isn't your case)
CPU : AMD Ryzen 7 3800X
Mobo : Asus PRIME B450-PLUS
GPU : NVIDIA GeForce RTX 3070
RAM : 16 Go

well u dont seem to know anything about overclock so better dont try it before u learn everything there is to be learned (overclocking a gpu can even be done in the drivers though it will cause problems if u dont do it correctly) check this also for cpu http://www.tomshardware.co.uk/forum/2400...uals-guide
