You shouldn't worry about the graphics plugin. Pentium III's don't have SSE2. Without it, you can't use the recompilers, and therefore will get ~5FPS at best.

A new processor is the only thing that can help you.

e: Holy crap, didn't even look at the clock freq. Use CPU-Z to get accurate information about what CPU you actually have.
Make sense, why would a PIII be mounted in a motherboard with PCI-E?

That's obviously a misinformation (partly because Windows is lame like that). Would a P3 really be able to hit 2.6 GHZ at all?

@vni
Yes you have DX10, but you do not have the March 2009 update. I honestly think that Microsoft should just include in Windows Update. It would be a whole lot easier that way. Anyways, enough of my rambling. Just go and download the DX web updater and run it.

@echosierra
Not to mention ICH10. Tongue
Nappa: Vegeta! What does the scouter say about his power level?
Vegeta: It's...one thousand and six.
Nappa: Wh-...really?
Vegeta: Yeah! Beat him up Nappa!
Nappa: Yay!
