hi!! i just wondered if there is any way for me to play suikoden 3 on my computer with around 60+ fps Smile and what configurations i need to do that if its possible.

Slow PC and suikoden is a sorta demanding game, you can try speedhacks, VU cycle stealing should help a bit while making it less smooth.

And be sure and use a low internal resolution.

As someone who has played through and beaten S3 on a similar computer I can tell you use a ton of speedhacks and any speed boost you can get. Eliminate clamping, no reverb in the sound plugin, check all the checkboxes in the speedhacks screen, have the EE cycle hack at the medium setting, and put VU cycle stealing all the way up.

It will play fullspeed most of the time, just be prepared for the game to crash 2 or 3 times a game in the same spots so be sure to save often then when it does crash just disable speedhacks to get through the area, then put them back on.
