Uh not sure, what does GSdx report in the title bar in the two percentages, EE % and GS %? If I was you I'd just save for a new Corei3 system which would blow away your current one.
Save up till you can buy new mobo,cpu,memory,video card instead of just trying to buy one very cheap part right now.

what i know the P4 motherboard can be inserted up to C2D series....but other parts of the P4 mobo like AGP is gapping the performace.
if you're going for i3 well you need to upgrade the entire set because the socket is different.....especially the video card...because the AGP is phase-out will replace to PCI-E

overclock the cpu to 3.4ghz
but what would give you an extra 15fps-20fps is a new graphics card
i owned a 6200 my self and i went too a ati 3650
and i got 15fps
i also had a p4 but it was 2.7ghz
so get a newer card

Do you have a PCIe x16 or AGP slot? If it's the latter, skip upgrading. It's not really worth the money. You'll just be sinking considerable funds in a bandaid that likely won't work all that well anyway. AGP cards cost more than faster PCIe ones.
