why not emulate on a virtual desktop platform

I'm not a programmer, let me make that clear. I was simply wondering why not use vmware (or any other virtual desktop for that matter). I could use vmare to run the current version of pcsx2, but the question comes up vmware might use 100 diffrent drivers to run the millions of individual computers out there. programming to a system that only supports 100 configs would have to be easier. This may be discussed else where, or never have been concidered lol let me know

Obviously the VM would be too powerless.

It shares your hardware to some extend. It'd be really slow.
