will my pc be able to handle pcsx2?
will I be able to play for example kingdom hearts at full speed?

specs:

windows 7 Home Premium 64-bit
Intel® Core™2 Quad CPU Q8300 @2.50GHz (4CPUs), ~2.5GHz
3072mb RAM
Nividia Geforce GTX 460 Overclocked

Yes for Kingdom Hearts. For others, I cannot say because your CPU clock rate is a little low. Something around 3.0 Ghz should be well for most games.

Why do you not try and see for yourself?

you may exprienced slowdown if there is some crowded structures in the game
VU cycle stealing LV-1 may boost a bit.
My PC for PCSX2:
a Desktop:i5-2500(3.3Ghz~3.48Ghz),8GBram,HD5750,MSI-H67,Win7(ULT/x64),Win's Exper. Index-->CPU:7.5,GPU:7.3
a Laptop:i7-720QM(1.6Ghz~2.11Ghz),4GBram,HD5650,Win7(Pro/x64)
a Netbook:N2600(1.6Ghz/4),1GBram,Win7/STR
