don't use run->execute but file->run cd/dvd

even when i run it on CD\DVD, i still just get the system configuration window.

then you still need to configure PCSX2. always run as admin

or never install games inside the "c:\Program files" or "c:\Program Files (x86)" and avoid all permissions issues once and for all. Something like c:\games for example, does the trick nicely.

Notice when installing, the administrative rights may be required (like if something is installed in the system or system32 folders), but it should never be needed to play.
