the first thing and the most important is power on 12V rail. Other things saying about quality of PSU are efficiency,protections and stability, but you will not find stability in specification. Other things are noise level, modular cables and such but they are not so important

Yes, it has a PCI-E 16x slot, so it will be compatible.

The 9800gt is power hungry for being so weak, it has a tdp of 105watts, the 4850 has 110watts. I've also seen 580watt psus with like 16a max on the 12v rail.

He's got a 300W PSU, the chances of it being decent are slim already, and I'd use at least a decent 400W for a 9800GT anyways...

AMD Phenom II 940 @ 3.6GHZ, 4GB PC8500 @ 1100MHZ, 4870x2 @ Stock.

The 9800GT has a recommended requirement of 26 amps on the combined 12V rails. If his current PSU is an old PSU from the P4 era (chances are pretty high considering it's only a 300W PSU), then most of the amps are on the 3V and 5V rails, since they were more heavily used in P4 era machines. It won't have enough amps on the 12V rails.

True that, but I doubt he runs a nForce 630i with core2 cpu on a "advertised as" 300Watts psu.
