It's good enough for most PCSX2 games. You should be fine with it as long as your CPU is up to scratch.

The HD 4770, 4830, and 4850 are cards from ATI that are significantly faster than the 9800 GT but are within are the same price range. On nVidia side keep an eye on GTS 250/9800 GTX+.

I'd take a 9800GT over a 4830.

AMD Phenom II 940 @ 3.6GHZ, 4GB PC8500 @ 1100MHZ, 4870x2 @ Stock.

4830=9800gt The 4830 uses less energy though. The 4770 is more powerful than both and uses even less energy.

Depends. Are any of them overclocked models? If they're not, get the cheapest one out of both of them. The actual card performance will be identical, since they use a reference design from Nvidia. The only difference between the two cards will be either clock speed (if one is overclocked and the other is not) and cooling solutions. The Gigabyte one has a better proprietary cooler I think, while the Zotac uses the reference design cooler. Also, they will probably come with different extras, such as games or applications. It's up to you if you think the price difference is worth it.
