So, I have a new PC and I wanna know if it can run PCSX2.

C2D @ 2.8 Ghz (E7400 I think)
4GB of Ram (DDR III@1333Mhz- dunno if it's relevant or not)
ATI Radeon HD4670 (Club 3D Version)

definitely, although not all games will run at 100%, you can play most stuff, just be sure to tweak your configuration to run to your tastes (emulation quality-speed)
Yeah, good enough, even better with a little overclocking of the cpu. You will have a hard time with something like tekken 5 or MGS 3, but generally good.

How much can this CPU go when overclocking it ?
can go 3.2 or 3.4 with proper cooling

Actualy, it can go much higher, look at my sig, I have a 3,55 ghz e7200 (stock is 2,53), albeit I had to bump the voltage to 1.44v (1.45v is the highest semi-safe voltage for 45nm intel cpus). Although I needed rather high voltage I have a stable overclock, with very good temperatures (idle 37-39, with the highest temperature 59 C which is far from the maximum 73 C safety limit of the chip) so as long as my voltage does not produce high temps at all I consider it acceptable. Btw, I am using a mid-range Scythe Katana II.

Back to the point, my processor has 266 mhz fsb and a multiplier of 9.5, while the e7400 has 10.5 at the same fsb, making it better for overclocking, and better when it comes to heat output because you can get a higher clock speed with a lower fsb. So the e7400 will go to 3.8-4 ghz, not only 3.2-3.4 ghz, and of course you absolutely need an aftermarket cooler, stay away from stock if you're overcloking.

Yeah. I already seen that cooling is very important when overclocking . But I dont know a damn thing about overclocking and im not thinking of doing it . Who knows ? Maybe one day. xD
Im think im writing this for the 5th time, but:

My system can run many games on Full Speed (Speed Hacks \o/) and i got a worse CPU, than you have. Mine is OC'd from 2.5 to 3.125, cuz i got a multi of 12 and so its very easy. Temps are great. Got the same GPU and its good^^
Maybe your CPU is worse at stock .. but your curent is 3,1 and its better, I got same but i OC it to 3,5 and for many games do not use speedhacks at all. ANd my GPU is crappy 9500gt.In tekken 5 without speedhacks i can reach 50fps with native ress ! But i never play native ress Laugh PCSX2 cool feature is high ress and i always run it even with worse speed.
3,2 you can reach on standard cooling actually .. with proper it can go muuch higher. How much no one can tell you.
