Ok im having problems using my pcsx2 idk if its my setting or what if its my computer specs please tell me here they are if you need more ill post.

Pentium® 4 CPU 3.00GHz
The games themselves run but when it goes into cutscene it lags badly.
Your processor and your graphics card are SLOW. The low speed is normal.
CPU is your main weak point.
buy a new processor
c2d 3.2 or higher
Or a cheap Athlon II x2 if your going for a new MoBo or keep your MoBo and get a C2D.
his mother board doesn't necessarily support C2D since 3 different sockets support a kind of Pentium 4 two of them reach 3000MhZ or higher and only one of them is on the LGA 775 socket which supports C2D if he has a prescott it may be sufficient just to overclock a little and buy a new graphics card

even with a Prescott he won't be getting playable speeds after overclocking. maybe in some Nippon Ichi games, but that's it.
