I know that an Intel C2D @3,2GHz is recommended CPU for PCSX2. What speed would be equivalent for modern AMD CPU (Phenom II/Athlon II) is terms of emulation performance?

This is the closest you could get, but even then it's not as good as a 3.2GHz Core 2 Duo. It's close enough though and it overclocks well.
As can you see in my sig, I got myself an Athlon II (same thing without L3 cache) and at 3,6GHz it's enough to play FFX, SMT Nocturne and Timesplitters Future Perfect with no speedhacks, I can also play GoW, SotC and Soul Calibur 3 with speedhacks, so I think it's at least a decent CPU ;>
Phenom II @ 3.8Ghz will prolly compare to a E6600 overclocked to 3.2Ghz.
With newer Intel cpu's it's a bit harder to tell, due to the new SSE instructions.
I agree the additional instructions include an additional changing factor. How much are SSSE3 and SSE4.(0,1,2) used in PCSX2's core, by the way?
SSE4.1 is used by the vu recompilers, especially mVU. In all I'd say a 10% speedup in vu limited scenes.
Helluva lot if you ask me. Now can you tell me how can I identify a VU-limited scene?
With so many different i* cpus filling all of the price points, I would recommend some i* cpu from Intel at this time.

much rather have my 100$ phenom with 2 free cores Wink
The most expensive AMD chip I can find:

Even though it is still cheaper than my C2Q, but Intel's products are usually overpriced, this Phenom should be a beast Smile
