Worked fine using DX10 under Vista 64-bit but now after installing Windows 7 64-bit and getting DX11, everytime I try to load a game on PCSX, it tells me to "upgrade DirectX" and then crashes back to Windows. :/ Any idea what's going on?

update your directx to its latest version (february 2010)
Hmmmm... Not sure what the problem is, myself. Try updating DX11 (even if you did install), maybe you need an update...?. Try re-installing PCSX2...?
Just a couple thoughts. It does work with Win7 x64 and DX11, that I'm sure of.
Just install the latest service packs cuz dats the only way I can update DirectX in Vista but your problem will be solved as soon as you update your DirectX
