In Vist go right click on your desktop click on personalize >screen saver> Change power settings then click high performance.
It helped my FPS about 5-10 frames. i don't know if its bad for your CPU so i always change it back to recommended after i'm done playing

I only tried this on vista, don't know if its there on XP but i'm sure its there on W7
