or would i need a special plugin to support it if so what plugin should i use?

i know that it would make the game either crash or be slow but id still love to try it.
im a big fan of graphic enhancing and from the first time i played on pcsx2 ive alwaysed wanted to try enb series on pcsx2.

You need to patch.

how do i do that?

Will work on GSdx D3D9 renderer and ZeroGS probably, don't know how good tho.

i have directx 10
when i try enb series with direct x9 its just a black screen.
i can minamze it and i can hear the sound of the game loading but thats it.

and zerogs is giving me 35fps like it always does any thing else i can try?

Maybe an older version of GSdx then, maybe GSdx9 actually. Won't work in D3D10 that's for sure.
