It's normal, the game is extremely CPU intensive and your 2,4 Ghz CPU can only pull that much FPS. Overclocking will increase your FPS linearly.

Yes overclock your CPU. If you don't know what you are talking about, you can destroy your processor though. So either read guides and have someone help you do it or get a faster processor. Or hope PCSX2 gets that faster in future releases

Nah, to be honest: Destroying a CPU is difficult nowadays, since there are many fail-safes like emergency-shutdown, if the temperature is too high. Nonetheless it is crucial to read many guides on that matter, since you CAN damage your hardware (not just your CPU).
