What I found about TexMod is, that it's a resource replacement tool for PC games. This won't work with PS2 games, since the resources are fixed and burned onto the DVDs or images of the games. So there's no way to change that.
Doesn't mean it's impossible, but it needs some evil hackery and lots of code
to inject manipulated resources into the GS to use it.
Feel free to try to code that but it's not worth the try.
