Why doesnt pcsx 0.7 not run grand theft auto vice city. is there something else i need to download

why don't give us any info. Is there anything else you forgot to tell us ?

(like : error message, console log, some screenshots, your pc specs, plugins settings, etc...)

If you mean PCSX2 0.7, that's almost 6 years old, try with the latest beta instead:

Sorry but VC just doesnt work, not sure why but it hangs on the first loading screen, even in current code versions
